An offshore company in Dubai is a UAE registered entity built for business carried out outside the UAE. It suits owners who trade internationally, hold shares or investments, or want assets held in a stable jurisdiction without renting an office or putting staff on the ground. First Idea Consultant has been forming companies in the UAE since 2015, and we handle all offshore jurisdictions. You will see the same service described as offshore business setup Dubai, offshore company setup in Dubai or offshore company formation Dubai. Those all describe the same structure.

What a Dubai offshore company is
A Dubai offshore company is a legal business entity registered in the UAE for international business activities. It is designed for companies that want to operate outside the UAE while benefiting from tax advantages and privacy. Its main features are:
- 100% foreign ownership
- No corporate tax on offshore revenue
- Full confidentiality for owners and shareholders
- Simple documentation
- No requirement for physical office space
- Access to international banking
What an offshore company can and cannot do
This is what most people get wrong. An offshore company is not a general purpose UAE license.
An offshore company can
- Trade internationally
- Hold shares in other companies and own multiple businesses
- Run online and e-commerce operations
- Hold bank accounts in multiple countries
- Own global investments, intellectual property and real estate in approved zones
- Separate personal wealth from business risks
An offshore company cannot
- Trade inside the UAE
- Rent an office in Dubai
- Hire employees
- Provide services locally
- Issue UAE invoices
Offshore companies are purely for international business, asset protection and investment holding. Local trading and manufacturing are not permitted activities, and real estate ownership is restricted to approved zones. If you intend to sell to customers inside the UAE, the structure you need is onshore: a UAE mainland license or an LLC company formation.
Why owners choose a Dubai offshore company
Tax on foreign earned income
A Dubai offshore company pays 0% tax on foreign-earned income, with no corporate tax, income tax or capital gains tax on profits generated outside the UAE. That is a legal tax benefit, not a way around reporting: offshore companies still follow Anti-Money Laundering (AML), Know Your Customer (KYC), Economic Substance Regulations (ESR) and international reporting standards.
Privacy
Shareholders’ names are not made public, directors’ details remain private, financial information is protected, and there is no requirement for public share registers.
Low running cost
There is no office rent, no visa expense and no staff requirement, the renewal is annual and the paperwork is minimal.
A jurisdiction with a reputation to protect
Dubai is not a traditional offshore island. It applies AML rules, KYC policies and financial transparency standards, and sits between East and West with a strong banking system and investor-friendly regulation.
Offshore, free zone or mainland
The three structures answer different questions. Offshore is for business done outside the UAE. Free zone and mainland are for business done in and from it.
| Question | Offshore | Free zone | Mainland |
|---|---|---|---|
| Can it trade inside the UAE market? | No | Not on the license alone. In Dubai it needs a license or permit from the Department of Economy and Tourism | Yes, onshore companies can operate inside the UAE |
| Is an office required? | No physical office space required | No compulsory office. Virtual and flexible desk options exist, and any leased office must be inside its own free zone | Yes. Dubai’s official investment portal states a minimum workspace size of 100 sq. ft. |
| Employees and visas | Cannot hire employees, and no visa expenses attach to it | Most Dubai free zone authorities cap visa numbers with a quota, and an increase needs the authority’s approval | No fixed cap, but visa numbers must be in line with the size of the premises and the activity |
If that points you onshore, start with the Dubai free zone license or mainland license pages instead.
Choosing the right offshore jurisdiction
Choosing a jurisdiction on price alone is one of the biggest mistakes owners make. The right jurisdiction depends on your business model, where your international clients are and what your banking needs look like. The wrong choice may lead to unnecessary expense, or to limitations you only discover later, and correcting it may mean restructuring the business. Your activity matters too, because not every activity is allowed under offshore regulations. We handle all offshore jurisdictions, so we have no reason to steer you toward one.
Banking for an offshore company
Banking is the most sensitive part of an offshore setup and it is where applications stall. Banks want clarity on shareholder background, source of funds, purpose of business and expected transactions. Two failures recur: a business plan that is unclear or unrealistic, and no evidence of source of funds. Account opening is subject to each bank’s KYC, compliance requirements and final approval, which no consultant controls. Be cautious of any who says otherwise.
What offshore business setup in Dubai costs
We do not publish a single offshore price, because there is not a single price to publish. What you pay depends on:
- The jurisdiction you register in, since each sets its own fees
- The structure and activity of the company
- Whether you need bank account opening assistance alongside the formation
- The annual renewal that follows, which is separate from the setup
Tell us what the company is for and where your clients and banking sit, and we will quote in writing. Our published company formation packages cover free zone formation, a different product with different costs, so do not read those figures across to offshore.

Documents to prepare
Offshore authorities and banks require accurate, clear and current documents: a passport copy, proof of address, bank statements, a CV or professional background, and a simple business plan. Incomplete or unclear documents are one of the main reasons for delays and banking rejections.

Frequently asked questions
Can an offshore company do business inside the UAE?
No. It cannot trade inside the UAE, rent an office in Dubai, hire employees or provide services locally, and it cannot issue UAE invoices. For local business you need an onshore structure such as a mainland license.
Does an offshore company give me a UAE residence visa?
No. An offshore company cannot hire employees and no visa expenses attach to it. If UAE residency is your goal, a free zone or mainland license is the structure to look at instead.
How much does offshore business setup in Dubai cost?
There is no single figure. Cost depends on the jurisdiction, the structure and activity of the company, and whether you also need bank account opening assistance. Send us your requirements and we will quote in writing.
Can an offshore company open a bank account?
Offshore companies have access to international banking and can hold accounts in multiple countries. Banks want clarity on shareholder background, source of funds, purpose of business and expected transactions, and account opening is subject to each bank’s KYC, compliance requirements and final approval.
Is an offshore company legal, or is it tax evasion?
It is legal. A Dubai offshore company provides legal tax benefits and must comply with Anti-Money Laundering rules, Know Your Customer policies, Economic Substance Regulations and international reporting standards. Failing to understand those rules leads to account closure or penalties.
