What DWTC reported in its latest results release
Dubai Media Office, 18 May 2026: DWTC Free Zone issued 850 new licences in the year the release covers, and at the end of that year more than 2,500 companies were active, with more than 8,000 active employee visas. It names sports and entertainment, virtual assets and AI-focused professional services as the sectors behind the growth, records two business centres added, Sentinel Business Centre and BizElite, and announces a Multiple Share Class Framework.
DWTC Free Zone cost: what DWTC publishes and what goes in your quote
DWTC Authority publishes a tariff of registration, visa, permit and amendment fees in its Rules and Regulations. It does not publish a base licence fee or office rent, which depend on the licence and your lease, so both come in your written quote.

DWTC licence types and who each suits
The licence type decides what the company may do and which outside approvals it needs. One licence can carry several activities, so most buyers pick the type that covers the main revenue line and add the rest to it.

- DWTC Authority’s tariff (Appendix 1, checked 21 September 2026) charges AED 1,500 for each additional activity and AED 15,000 to add a licence type.
- Healthcare, education, retail food outlets and hotels need permission from their own authority, and its fees, before DWTC issues the licence (Rule 6.8).
- Activities another government body governs need that body’s approval or NOC with the application (dwtc.com, Submit Your Application).
Virtual assets: DWTC and VARA
DWTC sets the order out as: the online application; initial approval, with a completed Initial Approval VASP Questionnaire (a VARA form) and a VARA pre-approval; the memorandum and articles signed with the capital DWTC sets; the lease of a private office as the registered office; the Non-Operational Virtual Assets Licence; then the VASP licence or exemption from VARA, after which DWTC issues the Operational Licence. DWTC publishes the consequence too: if the VASP licence is not obtained within the one year validity of the non-operational licence, it is not renewed, which DWTC states covers visas and establishment cards, with fees paid to DWTC forfeited. Offices and visa quota in DWTC Free Zone
The lease is what the licence hangs on, and the space you lease sets how many residence visas the company may hold. That is why a quote cannot be written until the workspace and the visa count are fixed.

An illustration of the rule, not a quote: a 30 square metre office gives four visas, because 30 divided by 7.4 is 4.05. DWTC confirms the final quota. Staff of Business Operating Permit holders sit outside it: the rule leaves their visas to Dubai’s residency and labour authorities (Rule 11.3.4(d)).

- The online application on the eServices portal, including the Ultimate Beneficial Owner section.
- Passport copies for all shareholders, directors and the manager, plus Emirates ID and residence visa copies for those who are UAE residents.
- A No Objection Letter from the current sponsor if the manager already holds a UAE residence visa, which DWTC says is not applicable for golden visa holders.
- For corporate shareholders: a board or shareholder resolution, the certificate of incorporation, an organisation chart showing shareholding at every level, the memorandum and articles, and a licence copy where applicable.
- Attestation by the UAE embassy in the parent’s jurisdiction for a parent registered abroad, or by its existing UAE authority for a UAE registered parent.
- Documents in Arabic or English, or with legal translations.
DWTC publishes no setup timeline, so this page prints none; it is confirmed in your written quote once the activity and workspace are fixed. DWTC’s rules also cover transfers of incorporation from another Dubai free zone and the redomicile of an overseas company, so send the current jurisdiction and licence on WhatsApp for that route.
Already licensed on the Dubai mainland? The Business Operating Permit
A Business Operating Permit is issued to entities already licensed by Dubai’s Department of Economy and Tourism (DET) that want a lease and want to operate inside DWTC Free Zone (Rule 7.2). It runs for the duration of the DWTC lease and must be renewed no later than 30 days after expiry (Rules 7.4 and 7.9). DWTC Authority’s tariff, checked 21 September 2026, prices the permit at AED 2,000 and its renewal at AED 2,000.
It does not work the other way round. A DWTC licence is valid for operations in the free zone only, and a licensee wishing to operate outside it does so subject to the laws of that jurisdiction (Rule 6.9). So when DWTC speaks of dual licensing it means a DET licence plus a DWTC permit, not a DWTC licence that reaches the mainland. If you are weighing the two sides, read mainland vs free zone.
DWTC licence renewal
A DWTC licence is valid for one year. To qualify for, retain and renew it, the licensee must hold a valid lease in the free zone, pay all fees and dues in full, and comply with the free zone rules (Rule 6.11). Renewal is required no later than 30 days after expiry, and DWTC Authority’s tariff, checked 21 September 2026, sets the failure to renew fine at AED 1,000 per month, capped at AED 3,500. If the licence is not renewed, visas issued under it must be cancelled or transferred and the lease is invalidated (Rule 6.12).

Banking and tax for a DWTC company

Two points are specific to DWTC. If the paid up share capital option is chosen, DWTC issues an official letter after initial approval so a UAE corporate account can be opened and the capital deposited. 0% personal income tax. Corporate tax is 9% only on profit above AED 375,000, and registration is included in every package from Standard upward. A private office lease is required, and if the VASP licence is not obtained within the one year validity of the non-operational licence, DWTC does not renew it.
